Pursuant to New York State Finance Law §163.10(b), the New York State Department of Health (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health intends to contract with Padagis US LLC to provide naloxone to registered opioid overdose prevention programs throughout New York State, excluding New York City. The distribution of naloxone is essential for protecting the health of New York State residents.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
