CRER #20649 Single Source Procurement: Safety Net for Targeted Populations

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health AIDS Institute has determined to award a Single Source Procurement to three (3) grantees to extend existing contracts to support the “Safety Net for Targeted Populations/Sentinel Surveillance” initiative. This initiative funds enhanced Chlamydia and gonorrhea screening among high-risk populations, specifically through the purchase of nucleic acid amplification test kits, which is the test technology that is recommended by the Centers for Disease Control and Prevention and the Association of Public Health Laboratories. A competitive procurement is not feasible because federal funding for this initiative is currently only available through 2/28/26 and only commissioned county health departments outside of New York City are eligible for the funding.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
