CRER #20729 Single Source Procurement: Improving Equity through Young Adult Community Access Programs

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health AIDS Institute Program has made a determination to issue a Single Source Procurement to 1 eligible grantee/vendor to support ongoing currently funded projects.

The New York State Department of Health AIDS Institute intends to contract with Community Healthcare Network to fill a gap in services no longer being provided by a previous contract

The contract will fund coordinated systems of care that increase HIV, STI, and HCV, screening, diagnosis, treatment, and prevention; PrEP initiation; and expedited engagement in HIV clinical care for youths and young adults in priority populations.

Due to the specific circumstances of this procurement and the unique qualifications of the selected entity, a competitive procurement was not feasible in this instance.
