Single Source Procurement: Transgender Clinical Training Pilot

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The AIDS Institute intends to extend two (2) contracts for an additional three years to address a crucial shortage of medical personnel trained in providing Transgender and gender affirming care in New York. Currently, there is a scarcity of qualified clinicians able to administer to the health and clinical well-being of those seeking Transgender care and on-going medical services. This pilot program recruits and trains health professionals to deliver Transgender primary care and related gender affirming services to the underserved members of the Transgender and gender expansive community.

Due to the specific circumstances of this procurement and the unique qualifications of the selected entities, a competitive procurement was not feasible in this instance.
