Targeted High Impact HIV Prevention and Support Services (MSA-CDIs)
Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health AIDS Institute enhancing 35 current contracts for Targeted High Impact HIV Prevention and Support Services, which are also known as Multiple Service Agencies (MSA) and Community Development Initiatives (CDIs). These contracts currently receive funding through grant contracts to support a high-impact approach to HIV/AIDS prevention efforts as well as goals related to ending the epidemic in New York State. A competitive procurement is not feasible because this funding is only available to these contractors during FY24-25.
