Single Source Procurement: Harm Reduction Research, Evaluation, and Supplies
Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The AIDS Institute intends to add funding to Years 2 through 5 of its current contract with Foundation for AIDS Research (FAR) to support the increase in the number of Syringe Exchange Programs serviced by the contract and the increased use of the Technology Enhanced Access to Syringes (TEAS) program. The demand for syringes and harm reduction supplies has steadily increased especially with the addition of new programs. Due to the specific circumstances of this procurement and the unique qualifications of Foundation for AIDS Research, a competitive procurement was not feasible in this instance.
