Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

To increase the youth voice in public health programs and policies directly impacting youth in New York State, the New York State Department of Health’s Division of Family Health is spearheading a dynamic initiative to integrate youth voices and lived experiences into the program and policy development work of the Division.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
