Single Source Procurement: PrEP Media Campaign for Black and Brown New Yorkers

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The New York State Office of the State Comptroller’s Bureau of Contracts on 1/2/25 approved a request for exemption from giving notice in the New York State Contract Reporter for Pre-Exposure Prophylaxis (PrEP) Media Campaign services to be delivered by Impact Marketing and Communications, Inc.

This contract is expected to deliver a social media campaign, primarily utilizing social media influencers representing the priority population (communities of color as well as women).

Due to the specific circumstances of this procurement, including the need to quickly get the media campaign in place, and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
