Single Source Procurement: Pre-exposure Prophylaxis (PrEP) Telehealth Pilot Program

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The New York State Office of the State Comptroller’s Bureau of Contracts on 1/30/25 approved a request for exemption from giving notice in the New York State Contract Reporter for PrEP Telehealth services from Community Healthcare Network, Inc. and North Shore University Hospital.

These pilot projects will support the development and implementation of telehealth models that can reduce barriers to care and increase the availability and initiation of Pre-Exposure Prophylaxis among at-risk populations.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firms/entities, a competitive procurement was not feasible in this instance. Timely expenditure of allocated funds prohibits a formal competitive process.
