CRER #20730 WIIN-Water Systems Improvement
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health WIIN – Water Systems Improvement Program has determined to award a Single Source Procurement to one grantee.
Section 1459A of the Safe Drinking Water Act (SDWA), as amended by the 2016 Water Infrastructure Improvements for the Nation Act and the 2018 America’s Water Infrastructure Act, authorized the United State Environmental Protection Agency (USEPA) to award grants to states to assist underserved, small and disadvantaged communities that are unable to finance activities needed to comply with the SDWA. Funding will be used to cover a portion of the Town of Bethany’s Water Infrastructure Improvement Project.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
