Single Source Procurement: Essential Health Care Provider Support System

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Essential Health Care Provider Support System Program has made a determination to issue a Single Source Procurement to 1 eligible grantees to support ongoing currently funded projects.

The initial contract was awarded to Brooks TLC-Network. Kaleida Health entered into a management services agreement with Brooks Hospital and will build a new hospital in Fredonia, NY. Brooks-TLC Hospital will no longer operate as a system, the existing hospital will decommission, and the new hospital will be under Kaleida Health ownership. Kaleida will wind down operations at the existing Brooks Hospital, operate their retirement system and take on the Brooks staff to work at the new hospital and extension clinics.
