CRER # 20757 Single Source Procurement: Integration of Hepatitis C Referrals

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Integration of Hepatitis C Referrals Program has made a determination to issue a Single Source Procurement to one eligible grantee to support ongoing currently funded projects.

The New York State Department of Health AIDS Institute intends to contract with University Emergency Medical Services to fund platform development integrating hepatitis C testing and linkage to care options within the secure patient data exchange system, known as Medication for Addiction Treatment & Electronic Referrals (MATTERS). The contract would also support training for staff to engage patients about Hepatitis C and to learn how to use the new referral system. MATTERS is an online platform that currently provides harm reduction and treatment referrals to people who use and inject drugs. Due to the specific circumstances of this procurement and the unique qualifications of the selected firm, a competitive procurement was not feasible in this instance.
