CRER #20750 Single Source Procurement: NY SWIMS Free Learn to Swim for Children
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health NY SWIMS Free Learn to Swim for Children Program has made a determination to issue a Single Source Procurement to one eligible grantees to support ongoing currently funded projects.
The New York State Department of Health intends to contract with the New York State YMCA Foundation who will manage grants with YMCAs across the state to make available a free learn-to-swim program for children aged 0-4 for the term 3/1/2026-9/15/2027. A competitive procurement for this service was not feasible because the program requires statewide coverage with accessible pools across the state and identifying and securing a single entity capable of providing consistent, high-quality swim instruction and facility access across numerous diverse geographic locations within New York State can be exceptionally challenging.
