Dear Mr. Friedman:

The Centers for Medicare & Medicaid Services (CMS) is issuing technical corrections to the New York Medicaid Redesign Team (MRT) demonstration (Project No: 11-W-00114/2) that was approved on March 23, 2022. The technical corrections will ensure the special terms and conditions (STCs) reflect how the state will operate the New York MRT section 1115 demonstration. A copy of the updated STCs, waivers, and expenditure authorities are enclosed.

At the state’s request, the following two paragraphs have been revised to correct typographical errors as follows:

  • The second paragraph of the Preface should read: "These STCs set forth in detail the nature, character, and extent of federal involvement in the demonstration and New York's obligations to CMS related to this demonstration. The MRT demonstration will be statewide and is approved from April 1, 2022 through March 31, 2027."
  • The last paragraph of the Program Description and Objectives section should read: "On March 23, 2022, CMS approved a 5-year extension of the New York Medicaid Redesign Team demonstration. As part of the extension, CMS approved the state's second component of its managed long-term care (MLTC) amendment request to allow dual eligibles to stay in Mainstream Managed Care Plans that offer D-SNPs once they become eligible for Medicare."
