The purpose of this General Information System (GIS) message is to advise local departments of social services (LDSS) that effective March 1, 2018, the Health Insurance Premium Payment (HIPP) calculator in eMedNY will be changed to use 2017 Medicaid managed care rates. The HIPP calculator uses the Medicaid managed care rates in determining whether it is cost effective for the Medicaid program to pay an individual's health insurance premium.
For current HIPP policies, staff must re-calculate the cost of paying health insurance premiums at renewal or when the recipient provides updated policy or premium information to the district. If at that time, it is no longer cost beneficial to pay the health insurance premiums, timely notice to discontinue premium payments must be sent to the recipient and the premium payments must be ended in eMedNY.
