CDPAP Update: New York State Department of Health Announces Ongoing Progress in CDPAP Transition

Out of Approximately 220,000 Consumers Authorized for CDPAP, More Than 190,000 Have Completed Registration With PPL

Agreement in Federal Court Requires Consumers to Complete Registration with PPL by May 15

ALBANY, NY. (April 14, 2025) – The New York State Department of Health today announced 87 percent of Consumer Directed Personal Assistance Program (CDPAP) consumers statewide have completed registration with the new fiscal intermediary, Public Partnerships LLC (PPL) following the April 1 transition.

Of the approximately 280,000 consumers authorized for CDPAP prior to April 1, approximately 60,000 have transitioned from CDPAP to personal care services. Of the 220,000 consumers remaining in CDPAP, nearly 216,000 consumers – 98 percent – have started or completed registration with PPL, including more than 190,000 – 87 – percent – who have completed registration. Overall, this represents a total of more than 276,000 out of 280,000 total consumers taking action since the start of the transition on January 6.

"We've made great progress as hundreds of thousands of consumers have access to services they rely on, and personal assistants are registered and logging hours with PPL and receiving their first payments from PPL," State Health Commissioner Dr. James McDonald said. "We will continue to work with everyone moving forward as we work to ensure all consumers have access to services and workers are receiving timely payments for the vital care they provide."

To date, more than 245,000 CDPAP personal assistants have either started or completed the registration process. PPL's Time4Care app went live on April 1 for all CDPAP personal assistants. The Time4Care app is available in 11 languages and designed for both consumers and personal assistants. Approximately 160,000 Personal Assistants are fully onboarded and payroll ready with PPL.

According to PPL, nearly 110,000 personal assistants logged their time with the organization for the first pay period of April, ending April 5, and were issued paychecks last week. Personal assistants are paid weekly based on the timesheets they submit to PPL during the previous week. Based on a recent agreement in federal court, certain CDPAP personal assistants in New York are allowed to be paid by their prior intermediary for a limited time. This agreement requires consumers to complete their registration with PPL by May 15.

PPL President Maria Perrin said, "We continue to focus on helping consumers and personal assistants complete registration. For those already successfully registered we are offering resources for help with timekeeping, such as our daily webinars. Our goal is to help people get the information they need to ensure care continuity."

PPL verifies hours worked and the PPL time entry system is compliant with Electronic Visit Verification requirements that were contained in the federal 21st Century Cures Act.

Consumers and personal assistants who have not done so and would like to remain in the CDPAP program can complete their registration through one of the following options:

Option 1: Call PPL's support center at 1-833-247-5346 or TTY: 1-833-204-9042 and a PPL team member will help you complete the process.

Option 2: Access PPL@Home by going to PPL's website at pplfirst.com/cdpap.

The reforms being made in New York directly address the runaway costs of the program and root out fraud and abuse, including a recently discovered $68 million fraud scheme and hundreds of millions more lost to administrative middlemen. The transition saves taxpayers $1 billion a year. This is a commonsense effort that protects services for CDPAP consumers while reducing wasteful administrative spending going to middlemen and Medicaid fraud.

PPL is offering Personal Assistants competitive wages and a robust benefits package that includes paid time off, holiday pay, overtime, participation in a health benefits plan and 401(k) plan, paid professional development training, paid family leave and more.

Personal assistants whose consumers live in Bronx, New York, Kings, Queens, Richmond, Nassau, Suffolk, and Westchester counties also receive a flex card with funds to use on medical and dental expenses, medications, transportation and other health related expenses.

PPL currently has more than 40 Facilitators supporting the transition efforts. Through this diverse alliance, New York will deliver a stronger CDPAP and ensure New Yorkers in the program will receive the high-quality care they need.
