New York State Strengthens and Streamlines Provider Revalidation Process to Ensure Program Integrity and Meet Federal Requirements

New Provider Services Portal Modernizes Enrollment and Revalidation Process

ALBANY, N.Y. (August 4, 2026) - The New York State Department of Health today announced the State has received approval from the Centers for Medicare and Medicaid Services (CMS) to implement a plan to improve Medicaid oversight and modernize New York's provider enrollment and revalidation process. The plan includes an updated provider revalidation schedule and reflects Governor Hochul's commitment to working with our federal partners to address waste, fraud and abuse and ensure program integrity.

In addition to updating the provider revalidation timeline, the New York State Department of Health has launched the Provider Services Portal – a modernized, centralized digital platform that replaces the legacy paper-based enrollment and revalidation process. In line with Governor Hochul's EXPRESS NY (Expediting Processes and Regulations to Enable Streamlined Services) initiative, this creates an easier process for providers, while creating a robust database for the State.

Governor Hochul remains a leader in advancing initiatives to eliminate opportunities for waste, fraud and abuse. This statewide initiative will streamline provider enrollment processes and enhance the State's capacity to efficiently and affordably deliver services New Yorkers need.

"These efforts build upon New York's nation-leading efforts to address Medicaid waste, fraud and abuse, ensuring these programs continue to meet federal requirements while delivering high-quality care to the New Yorkers who rely on these critical programs," State Medicaid Director Amir Bassiri said. "Although CMS is requiring changes to the timing of revalidation for all Medicaid-enrolled providers, changes to the revalidation process will not impact the vast majority of those who are currently enrolled in New York State. Less than 10 percent will experience changes to the revalidation process, while more than 200,000 providers will simply have improved technology to leverage when completing these preexisting federal requirements."

Provider Revalidation

CMS has directed all states to submit and implement comprehensive provider revalidation strategies requiring the revalidation of all Medicaid-enrolled providers over the next two years. CMS has approved New York's strategy to implement a two-year revalidation plan, developed in partnership between the Department of Health and other State agencies that oversee Medicaid-enrolled providers.

New York State is rolling out a phased implementation of its updated provider revalidation plan – a critical component of maintaining the integrity and accuracy of the Medicaid program.

This plan builds on the work that New York has been doing to ensure the delivery of high-quality care focused on improving health outcomes, driving better results for patients, and making the most effective use of public resources.

Under the new CMS directive, all states are required to increase the frequency of revalidation for every enrolled Medicaid provider from the current five-year cycle to revalidation within two years. Revalidation is a standard procedure and a notification to revalidate, including under an accelerated timeline, does not indicate any suspicion of wrongdoing. Additionally, all providers will be required to have a National Provider Identifier (NPI) and their revalidation cycle will be based on their risk tier. New York's revalidation process is being rolled out in distinct phases to ensure a smooth transition and efficient management of provider information.

As part of this initiative, CMS has also encouraged states to implement temporary enrollment moratoriums for higher risk provider classes. This moratorium will not impact current enrolled providers, providers enrolling in any other provider class outside of the six categories explicitly identified, or access to care.

Provider Services Portal

New York State has completed a multi-year effort to modernize the revalidation process. The new Provider Services Portal improves the process of verifying provider information and credentials, building a smarter system that prevents errors and improves state oversight.

All providers serving New York State Medicaid members must now enroll and revalidate through the Provider Services Portal (PSP). The Department will work with providers to ensure they are properly transitioned to the new Provider Services Portal and are able to complete the required process.
