- 2019: Where Are the Emergency Responders? (PDF) This report explores the challenges faced by EMS agencies in recruiting and retaining emergency responders. This report was developed by a technical advisory group of the State EMS Council.

It examines funding models, workforce issues, and system efficiency, offering strategies to ensure long-term viability. This report was developed by a technical advisory group of the State EMS Council in collaboration with the NYS Division of State EMS.
- 2023: SEMSCO EMS Salary Survey (PDF) This report presents a detailed analysis of EMS compensation trends in New York State. The survey captures variations in salaries across regions, roles, and agency types to inform workforce planning and policy decisions. This report was developed by a technical advisory group of the State EMS Council in collaboration with the Division of State EMS data team.
- 2024: EMS Comptroller Report (PDF) This comprehensive report produced by the New York State Comptroller's Office, explores the increasing involvement of counties in New York State’s EMS systems, focusing on the counties evolving roles in service coordination and planning of EMS systems. It addresses key challenges such as staffing shortages, funding disparities, and the lack of consistent data. The report also provides case studies and recommendations to enhance local government coordination and ensure sustainable EMS delivery.
- 2024: Where Are the Emergency Responders? (PDF) Building on the 2019 report, this update presents recent survey data and findings about the EMS workforce shortage.
