Public Goods Pools & 1% Statewide Reports Filing and Payment Due Dates

Below are the mandatory report and payment due dates for electing Payors, Designated Providers (Hospitals, Diagnostic & Treatment Centers, and Ambulatory Surgery Centers), and General Hospitals, to the New York Public Goods Pool, for Payor Surcharges, Covered Lives Assessment, and 1% Statewide Assessment. Reports must be filed, and payment must be received by the Office of Pool Administration by the dates in the tables below. If there is no activity to report, you must still file a $0 report otherwise your account will be considered delinquent.

Monthly Reporting

  • Public Goods Pool Report (Payor Surcharges and Covered Lives Assessment): Payors, TPAs, and Designated Providers (Hospitals, Diagnostic and Treatment Centers, and Ambulatory Surgery Centers) must file their Public Goods Pool reports, and any associated payments must be received by the Office of Pool Administration by 11:59 PM ET of the 30th day following the end of the report month (adjusted for weekends and holidays). Late filing and/or payment will result in penalty or interest.
Note: monthly reports cannot be filed prior to the end of the report month as the Public Goods Pool liability cannot be determined until after the end of the report month.
  • 1% Statewide Assessment Report: General Hospitals must file their reports, and any associated payments must be received by the Office of Pool Administration by 11:59 PM ET of the 40th day following the end of the report month (adjusted for weekends and holidays). Late filings and/or payment will result in penalties and interest.
Note: 1% Statewide Assessment report cannot be filed until your Public Goods Pool report for Payor Surcharges/Covered Lives Assessment has been filed for the corresponding month.

Annual Reporting

  • Annual reporting is only allowed for Payors whose total Public Goods Pool obligations do not exceed $25,000 annually.
  • Public Goods Pool Report (Payor Surcharges and Covered Lives Assessment): Annual filers must submit their reports, and the associated payments, must be received by the Office of Pool Administration, by 11:59 PM ET, of the 30th day following the last day (December 31st) of the reporting year, (adjusted for weekends and holidays). Late filing and/or payment will result in interest and penalties.
Note: Annual reports cannot be filed prior to the end of the reporting year.

Payment of Liability

  • You are strongly encouraged to submit payments owed (if applicable) through an electronic transfer of funds. Automated Clearing House (ACH) transfers are the most cost effective.
