Drinking Water State Revolving Fund (DWSRF)

The Drinking Water State Revolving Fund provides a financial incentive for public water systems to undertake needed drinking water infrastructure improvements (e.g., treatment plants, distribution mains, storage facilities). The Safe Drinking Water Act requires the State to prepare a plan identifying the estimated and intended uses of the DWSRF funds and a description of how those uses support the goals of the DWSRF. To meet that requirement, the State prepares an annual Intended Use Plan (IUP), which provides information on types of financial assistance available, sources and uses of DWSRF funds, and provides a priority list of projects that are eligible for financial assistance. A Final IUP is issued annually after a public comment period.

Intended Use Plans (IUP)

For a project to be listed on the IUP and eligible for funding, applicants must submit an IUP Project Listing Form and acceptable engineering report that generally conforms to the Engineering Report Outline for Drinking Water Projects.

Disadvantaged Community (Hardship) Program

Certain projects on the IUP may qualify for special Disadvantaged Community (Hardship) financing, and may be offered interest-free financing and/or grant/principal forgiveness. The New York State Department of Health will evaluate projects for Hardship eligibility and notify applicants of awards.
