The Public Health and Health Planning Council will hold the following meetings on Thursday, September 18th beginning at 9:30 a.m. at the New York State Offices at 90 Church Street, 4thFloor, Rooms 4A and 4B, NYC.
The Public Health and Health Planning Council's Codes, Regulation and Legislation Committee will convene at 9:30 a.m.
The Public Health and Health Planning Council will hold its Full Council Meeting immediately following the Codes, Regulation and Legislation Committee meeting.
The Public Health and Health Planning Council's newly created Nursing Home Certificate of Need Ad Hoc Committeewill hold its first meeting immediately following the Full Council meeting. The charge of the Ad Hoc is to examine current policies and practices governing the review of nursing home Certificate of Need (CON) applications and develop recommendations for the Department of Health (DOH) that could be applied uniformly across all nursing home reviews and utilized in developing project recommendations.

The Public Health and Health Planning Council's Health Planning Committee will convene on Friday, September 19th from 10:00 a.m. – 1:00 p.m. at the New York State Offices at 90 Church Street, 4th Floor, Rooms 4A and 4B, NYC regarding Cardiac Catheterization in Ambulatory Surgical Centers
The Health Planning Committee of the Public Health and Health Planning Council invites the public to participate in a public session to submit comments on whether Ambulatory Surgery Centers (ASCs) should be permitted to provide Diagnostic Catheterization and Percutaneous Cardiac Intervention services. Comments may be submitted in both verbal and written format.
In addition to general feedback, the Committee is seeking input on the following questions:
- Should the Ambulatory Surgical Center program be hospital affiliated, a freestanding center or both?
- Given that these services are currently provided in hospitals, the Committee also welcomes the discussion regarding the impact of moving from hospital-based to freestanding service centers from a financial and community service perspective. If this program was initially hospital-affiliated, what criteria would guide expansion to a larger statewide non-hospital affiliated program? If freestanding, the Committee would welcome a discussion regarding overall cost savings compared to the program currently existing in hospital centers, as well as the impact on community services in all communities.
- Should the Ambulatory Surgical Center Program be single-specialty or multi-specialty?
- Should the Ambulatory Surgical Center Program be for-profit or non-for-profit?
- Should the Ambulatory Surgical Center Program initially be a demonstration project? If a demonstration, discuss the criteria for the demonstration project, including quality and other performance indicators.
- Regarding community benefit, what should be the benchmark regarding Medicaid and self-pay policies for these centers.
