Questions and Answers from the July 2026 ARRS Training Sessions

1. After I submit my Registration Application, how long does it take for DOH review?

The Department aims to review all Registration Applications within 2 weeks.

2. What happens after DOH reviews my Registration Application?

After DOH reviews an application, the "Registration Status" will change from "Submitted for Review" to either

  • "Approved" status. You will receive your Certificate of Approval both via email and available for download inside the Portal.
  • "Returned for Additional Info." This status comes with notes inside the Portal identifying the corrections needed.

3. What if my application is not approved before July 31, 2026?

There will be no adverse action for any Agency that submits its Registration Application before August 01, 2026. If you have submitted your application before that date you may continue to operate as a registered agency until such time that the application is reviewed. If an application is reviewed and ultimately not "Approved," you may not operate as a registered agency. You will be notified via email when your application is reviewed.

4. When will our agency receive a certificate?

Immediately after a Registration Application is reviewed and approved by the Department, the Portal system will send an email with the Certificate of Registration to the Agency. The Certificate will also be accessible inside the Portal for posterity.

5. Which NYS Government Agency should I select for my NY.GOV Business Account?

6. I registered last year. Is "renewal" different than first-time registration? Do I have to upload documents if I am renewing?

As we enter our fourth year of the statute (August 1, 2026, through July 31, 2027) the new online portal will manage all registration materials. Accordingly, all materials required by statute must be submitted through the portal, whether "renewing" or first-time registering. Each application will need to include its Agency's

  • Training and Licensing Standards,
  • Resume, and
  • Contracts.

Prior submissions and/or submissions outside of the Portal system will not be accepted.

7. Do I upload only new contracts? Or both new and existing contracts?

All contracts in effect with NYS Health Care Entities (new contracts, and previously-existing contracts) should be uploaded to the Portal.

8. What is the definition of administrator (for "administrator" resume)?

Per the statute, a temporary health care services agency shall appoint an administrator qualified by training, experience or education to operate the agency.

9. After I enter my FEIN the portal doesn't allow me to enter my agency name and TAID. Why?

When a previously-registered FEIN is entered in the Portal, the Portal will auto-populate the previously-registered Temp Staffing Agency name and TA_ID for data integrity standards.

10. Going forward, what agency contacts will receive Temp Staffing email notices and updates? Just the Controlling Persons or all Authorized Users?

The Department will send notifications and updates to all Authorized Users (which includes all Controlling Persons).

11. When an authorized user identifies a Controlling Person, will the CP receive an email notification?

Yes, when any Authorized User identifies a Controlling Person in the Portal, the CP will be sent an email notification.

12. If I register multiple Temp Agencies, do all Controlling Persons receive access to all agencies?

Users are only able to enter Controlling Persons for one agency at a time. The CP will receive an email for each agency with which they are associated.

13. I am unable to upload documents in the portal. What should I do?

The Upload ("Add Files" button) will allow only .PDF files. Please ensure each file is a PDF as no other file types are allowed.

14. How many files (contracts) can I upload at once?

There is no limit to the number of files, but it is recommended to limit to 10 or fewer for speed of file transfer.

15. How many files can I upload overall?

There is no "overall" limit to the number of files for an agency.

16. Is there a size limit for each uploaded contract?

Yes, 10 MB per file is the limit.

17. Is there a size limit for the total of all uploaded contracts?

There is no "overall" limit on the size of all combined files for an agency.

18. What are the different Portal user roles?

There is only ONE user role for the Portal; each user has the role "Authorized User."

19. What is the difference between the term Authorized User, Controlling Person and Administrator?

All Agency staff that have access to the Portal are called "Authorized Users." Note that the ARRS Portal only has one role for all users and that role is "Authorized User."

The Agency shall identify all Controlling Persons in the Portal if they meet the CP definition below.

  • Controlling Person means a person, officer, program administrator, or director whose responsibilities include the direction of the management or policies of a temporary health care services agency. "Controlling person" also means an individual who directly owns at least ten percent voting interest in a corporation, partnership, or other business entity that is a controlling person.
  • Each agency shall appoint an administrator qualified by training, experience or education to operate the agency. Each separate agency site/location shall have its own administrator.

20. How do I remove an uploaded file if I uploaded it in error?

This depends on the Status of the Registration Application. If the application is in DRAFT status, you may upload a new file with the exact same filename and select "Overwrite Existing File". Again, this "overwrite" feature is only available while the application is in DRAFT status. After an application is "SUBMITTED," no additional files will overwrite previous files, but you may continue to upload additional files.
