2022 Quality Assurance Reporting Requirements (QARR)

RE: Clarification #7 for Measurement Year (MY) 2022 Updates

Dear Colleague,

This letter contains information about edits incorporated into the 2022 Quality Assurance Reporting Requirements (QARR) Technical Specifications for Measurement Year (MY) 2022 reporting. The information contained in this clarification has been incorporated into a revised version of the MY2022 PLD File Specifications. The updated files are posted on our Managed Care Information for Health Plans page. The revised specifications should be used in plans' processing for MY2022 QARR.

This clarification includes the following changes made to the 2022 QARR Technical Specifications Manual:

7 10.25.22 QARR Technical Specifications The Patient-Level Detail and NYS-Specific Measures Summary-Level File Submission had a misprint of HBP when the measure short name was HBD.
7 10.25.2022 Patient-Level Detail File Commercial PLD:
  • The PND-E denominator and numerator language was updated to allow the member to appear multiple times.
  • There was a missing age stratification for LBP. The measure was removed from columns 261-262 to regroup both age stratifications together in columns 573-576.
  • For the DEV-N measure, previous changes to add the necessary denominators were overwritten in a more recent patient-level detail update. The measure was removed from columns 496-500 because there were insufficient denominators. The measure was regrouped to 577-582 to combine all of the appropriate numerators and denominators together.
  • There was a typo for HBD.
  • IET required a change to the denominator and numerator language to capture the episodic change to the measure.
Medicaid PLD:
  • The PND-E denominator and numerator language was updated to allow the member to appear multiple times.
  • There was a missing age stratification for LBP. The measure was removed from columns 269-270 to regroup both age stratifications together in columns 586-589.
  • For the DEV-N measure, previous changes to add the necessary denominators were overwritten in a more recent patient-level detail update. The measure was removed from 491-496 columns because there were insufficient denominators. The measure was regrouped to 590-595 to combine all of the appropriate numerators and denominators together.
  • There was a typo for HBD and the second numerator was incorrectly defined.
  • IET required a change to the denominator and numerator language to capture the episodic change to the measure.
Exchange PLD:
  • There were duplicate numerators for HBD. One has been removed on 302.
  • IET required a change to the denominator and numerator language to capture the episodic change to the measure.
  • There was a missing age stratification for LBP. The measure was removed from columns 186-187 to regroup both age stratifications together in columns 336-339.
