2024 Quality Assurance Reporting Requirements (QARR)

RE: Clarification #9 for Measurement Year (MY) 2024 Updates

Dear Colleague,

This letter contains information about the 2024 Quality Assurance Reporting Requirements (QARR) Technical Specifications: NYS MY2024 PLD File Specifications (PDF). The files are posted on our Managed Care Information for Health Plans page. The specifications below should be used in the plans' processing for MY2024 QARR.

This clarification includes the following changes made to the MY2024 QARR reporting requirements.

9 2/28/2025 Patient-Level Detail File (PLD) MY2024 Commercial PLD:

Kidney Health Evaluation for Patients With Diabetes (KED):
The age stratifications listed in the PLD differ slightly from the age stratification ranges in the HEDIS® 2024 specifications. It is acceptable to populate with the HEDIS® 2024 specifications as noted in the QARR Reporting Requirements, Table 1: NYS MY2024 QARR List of Required Measures.
Medicaid PLD::

Kidney Health Evaluation for Patients With Diabetes (KED):
The age stratifications listed in the PLD differ slightly from the age stratification ranges in the HEDIS® 2024 specifications. It is acceptable to populate with the HEDIS® 2024 specifications as noted in the QARR Reporting Requirements, Table 1: NYS MY2024 QARR List of Required Measures.
Exchange PLD::

Kidney Health Evaluation for Patients With Diabetes (KED):
The age stratifications listed in the PLD differ slightly from the age stratification ranges in the HEDIS® 2024 specifications. It is acceptable to populate with the HEDIS® 2024 specifications as noted in the QARR Reporting Requirements, Table 1: NYS MY2024 QARR List of Required Measures.

The Metal Level Field:
  • For NYS QARR reporting, all "Bronze" Metal Levels should be reported as "4=Bronze" regardless of expansion.
