RE: Clarification #4 for Measurement Year (MY)
2025 Updates

Dear Colleague,

This letter contains information about the MY2025 Technical Specifications and the MY2025 PLD File Specifications (PDF). The files are posted on our Managed Care Information for Health Plans page. The revised specifications should be used in the plans’ processing for MY2025 QARR.

This clarification includes the following changes made to the MY2025 QARR reporting requirements.

  1. COVID-19 Immunization Status (CVS) - NYS Measure
    Table 1: COVID-19 vaccine codes and descriptors has been updated to align with Centers for Disease Control and Prevention (CDC) guidance noted on their website. Note: The 2024/2025 crosswalk table is being used to align with the Continuous Enrollment period.
    Patient-Level Detail File (PLD) MY2025 Commercial Line of Business:
  1. Adult Immunization Status (AIS-E)
    • Updated specifications text for Denominators and Numerators
  2. Antibiotic Utilization for Respiratory Conditions (AXR)
    • Updated Numerator description for 65+ years to include measure short name.
  3. Follow-Up After Hospitalization for Mental Illness (FUH)
    • Updated specification text for Denominator: 6-17 years, 30-day follow-up
  4. Social Need Screening and Intervention (SNS-E)
    • Updated Numerator 3 to reference Denominator 3
Medicaid Line of Business:
  1. Adult Immunization Status (AIS-E)
    • Updated specifications text for Denominators and Numerators
  2. Follow-Up After Hospitalization for Mental Illness (FUH)
    • Updated specification text for Denominator: 6-17 years, 30-day follow-up
  3. Social Need Screening and Intervention (SNS-E)
    • Updated Numerator 3 to reference Denominator 3
  4. Initiation and Engagement of Substance Use Disorder Treatment (IET)
    • Added Denominator for 13-17 Alcohol Use disorder
Exchange/Marketplace Line of Business:
  1. Adult Immunization Status (AIS-E)
    • Updated specifications text for Denominators and Numerators
  2. Follow-Up After Hospitalization for Mental Illness (FUH)
    • Updated specification text for Denominator: 6-17 years, 30-day follow-up
  3. Proportion of Days Covered (PDC)
    • Corrected alphabetization of rate 1 and rate 2 descriptions; updated column numbering accordingly.
  4. Social Need Screening and Intervention (SNS-E)
    • Updated Numerator 3 to reference Denominator 3
