2025 Quality Assurance Reporting Requirements (QARR)

RE: Clarification #5 for Measurement Year (MY)
2025 Updates

Dear Colleague,

This letter contains information about the NYS MY2025 QARR List of Required Measures (Table 1) and the MY2025 PLD File Specifications (PDF). The files are posted on our Managed Care Information for Health Plans page. The revised specifications should be used in the plans’ processing for MY2025 QARR.

This clarification includes the following changes made to the MY2025 QARR reporting requirements.

  • Updated reporting requirements for Qualified Health Plans to align with Centers for Medicare & Medicaid Services/Quality Rating System (CMS/QRS) measure set for the 2026 ratings year (2025 measurement year).
Patient-Level Detail File (PLD) MY2025 Medicaid Line of Business:
  1. Antibiotic Utilization for Respiratory Conditions (AXR)
    • Updated numerator (65+) field definition text to include short name
  2. Initiation and Engagement of Substance Use Disorder Treatment (IET)
    • Edited measure name for 65+ Engagement other substance use disorder. Remaining measure names, column numbering, and field definitions have been updated accordingly
Exchange/Marketplace Line of Business:
  1. Blood Pressure Control for Patients with Hypertension (BPC-E)
    • Added to align with Centers for Medicare & Medicaid Services/Quality Rating System (CMS/QRS) measure set for the 2026 ratings year (2025 measurement year).
  2. Childhood Immunization Status Electronic (CIS-E)
    • Updated measure stratifications and reporting guidance to include Combo 7
