Career Pathways Training (CPT) Program

The New York State Department of Health is committed to strengthening the health care workforce across the state by providing education, training, and job placement support to both those newly entering the workforce and those looking to advance their careers.

Introduction

The Career Pathways Training (CPT) Program is an education and training program that was authorized under New York's 1115 Demonstration Waiver, as part of the New York Health Equity Reform (NYHER) waiver amendment (you can find New York's Special Terms and Conditions here). This program is designed to create a reliable workforce pipeline to address workforce shortages by funding education and training for health, behavioral health and social care workers throughout New York State.

Approved Professional Titles

There are three approved categories of titles that participants of the program may pursue: nursing, professional technical, or frontline public health worker.

Professional Technical

  • Physician Assistant

Nursing

CPT Program Career Pipelines

The CPT program is divided into two career pipelines – Career Advancement for individuals currently working in health, behavioral health or social care and New Careers for those newly entering the health workforce.

Career Advancement

The Career Advancement Pipeline is designed to support current health, behavioral health, and social care workers with access to education and training to help them advance in their careers. Individuals participating in the Career Advancement Pipeline must be employed at a NYS health, behavioral health, or social care provider and be accepted into an eligible professional training and education program.

New Careers

The New Careers Pipeline is open to anyone who is unemployed or not currently working for a NYS health, behavioral health, or social care provider. The goal of this initiative is to recruit new workers into the field to increase access to care for Medicaid members.

Individuals participating in the Careers Pathway Training Program must make a three-year commitment to work at a NYS Medicaid-enrolled provider that serves at least 30 percent Medicaid members and/or uninsured individuals.

Participant Eligibility

Participants must meet the following requirements to be eligible for the CPT Program:

  • United States Citizen/eligible noncitizen
  • Meet all educational or training program requirements, based on the selected CPT title and course of study. This may include:
    • Prior completion of educational programs, licensure, and/or certification;
    • Successful completion of academic or training pre-requisites, or entrance exams; or
    • Fulfillment of any required training, volunteer, or experiential hours.
  • Must be a NYS resident or resident of a bordering state (New Jersey, Connecticut, Pennsylvania, Massachusetts, and Vermont.)
    Please Note: Out of state participants must be employed by a NYS provider to qualify for the CPT program.
  • Committed to employment at a New York State Medicaid-enrolled provider that serves at least 30 percent Medicaid members and/or uninsured individuals. These providers may include those that fall into the categories of health, behavioral health, and/or organizations that are part of established Social Care Networks.

Provider Eligibility

Providers seeking to qualify as a CPT service commitment site must complete and submit a signed attestation to their regional WIO. Only attestations submitted through WIOs will be considered by DOH for eligibility. Providers must attest that they serve at least 30% Medicaid and/or uninsured members or are contracted through one of the State’s approved Social Care Networks to provide screenings, referrals, or health-related social needs services.
