Registering for Monthly Webinars

  • Though the VBP QIP Monthly Update Webinars are scheduled to occur on the third Wednesday of each month, participants still need to register for each individual webinar.
  • DOH sends out an e-mail to all VBP QIP participants announcing the scheduled VBP QIP webinar, which includes registration instructions.
    • Participants should expect the registration e-mails at least a week in advance of the scheduled webinar.
  • Participants who have not registered before the scheduled date may experience difficulty joining the webinar.

Note: Though deliverables can be completed at any time before the red dates noted on the VBP QIP Timeline, the Department encourages participants to complete them as soon as possible, as the majority of DY2 of VBP QIP should focused on setting up VBP contracts, which must be in place between Facilities and MCOs by April 1st, 2017.

VBP QIP Financing Update

  • Finalization of VBP QIP DSRIP Year (DY) 2 Rates - April 2016 Rate Package
    • DY2 Rate Packages were submitted to the MCOs in actuarial memos for their review on Tuesday, July 12, 2016.
    • Plans are given 30 days to review (Thursday, August 11th, 2016); however, plans have asked the state for additional time to review and comment on the April 2016 rate package.
    • DOH´s submission of the DY2 Rate Packages to CMS and DOB will be delayed
      • State is actively pursuing alternatives means to get VBP QIP funding to MCOs for October 2016 and beyond (until April 2016 rate package is approved by CMS & DOB).
  • Due to the delay regarding the DY2 Rate Package, the State will not be pulling back past advances of funds in September, as was initially planned.
    • The State will not pull back past advances until after the April 2016 rates have been loaded, whenever that may be.

VBP QIP Facility Plan Template

  • On Thursday July 14th, 2016 VBP QIP participants received an outdated Facility Plan Template from the VBP QIP mailbox in the "VBP QIP Updates - July 2016" e-mail.
  • DOH asks that participants disregard the Facility Plan Template distributed on July 14th and use the Facility Plan Template that was distributed on December 28, 2015.
    • This updated Facility Plan Template removes section IV, subsection C "Sustainability Measures," which is no longer needed from the Facilities.
  • The correct Facility Plan Template can be found on the DOH VBP QIP website.

Next Steps and Q&A

  • Group 1
    • Facilities are to continue to develop and finalize the VBP QIP Facility Plans, in collaboration with their paired MCOs and PPS, and submit the final version to DOH by September 16th, 2016.
  • Group 2
    • MCOs, PPS, and Facilities are to continue to work in collaboration to finalize their VBP QIP contracts.
    • Facilities are to continue to develop the VBP QIP Facility Plans to send to their paired PPS for review.
  • DOH encourages all participants to continue to review the NYS VBP Roadmap!

  • The next VBP QIP Update Webinar is scheduled for Wednesday, September 21st from 2:00 pm - 3:00 pm.
