RE: 2022 Medicaid Fee-for-Service Rates Posted for Select Providers:
Licensed Home Care Service Agencies (LHCSA - Personal Care-PC) and
Consumer Directed Personal Care Assistance Program/ Fiscal Intermediary (CDPAP-FI)
Please be advised that post-appeals 2022 Medicaid Fee-for-Service rate sheets for LHCSA and CDPAP-FI providers who attested or appealed within the initial 30-day window are now available on the Health Commerce System (HCS - Attachment A provides instructions to access rate sheets on the HCS) and on the DOH website. The rates will take effect in eMedNY in cycle 2421, with a check release date of January 31, 2024.
The 2022 FFS rates were developed based on the data submitted in the 2020 cost reports and are all-inclusive. As noted in the May 9th DAL and May 2nd webinar, the minimum wage increases, detailed on your rate sheet, are captured within the rates as an add-on. These rates continue the previously enacted one percent enhancement effective April 1, 2022, the $2.35 Statewide Home Care Minimum Wage adjustment effective October 1, 2022 and also include changes related to:
- Cost-based growth: subject to applicable ceilings, based on 2020 audited cost reports.
- Minimum Wage Adjustment for 2022 increases: as established by the Minimum Wage Act (Article 19 of the New York State Labor Law). Note: more information on NYS Minimum Wage Is available on the Department of Labor website at: https://dol.ny.gov/history-minimum-wage-new-york-state.

Attachment A - Instructions on Accessing the 2022 FFS Medicaid Rates in the Health Commerce System
- Login to HCS: https://commerce.health.state.ny.us/public/hcs_login.html;
- Under "My Applications", select Healthcare Finance Data Gateway (or go to "My Content" from the top line menu, then All Applications to search for the application under "C" for CHHA or "P" for Personal Care);
- Click on the Publications section of this new application;
- Under Organization Type, select "Personal Care" from the drop down menu;
- Under Collection, select either of the following "Jan, April or Oct 2022 Rates" from the drop down menu;
- Under Package, select "Jan, April or Oct 2022 Rates" from the drop down menu and
- Under Organization, select your agency, then select Search.
- Next select Download.
