Dear Commissioner Wasow Park:

This letter informs you of the publication of the fee-for-service (FFS) Medicaid rates, effective January 1, 2024, for NYC home care providers under contract with your office, in accordance with provisions of Section 505.14 of Title 18 of the New York Codes, Rules and Regulations (NYCRR).

The rates were developed using the FFS reimbursement methodology and are all inclusive. These rates are effective January 1, 2024, and consist of the following components:

  • Worker Recruitment and Retention (WR&R) reduction as established in the FY 2021 Enacted Budget;
  • 1 Percent across-the-board (ATB) rate increases as established in the FY 2023 Enacted Budget;
  • Wage parity reduction as established in the FY 2024 Enacted Budget;
  • Collective bargaining agreements and cost-based increases; and
  • Reimbursement for applicable Minimum Wage increases as established by the Minimum Wage Act (Article 19 of the New York State Labor Law). More information on NYS Minimum Wage is on the Department of Labor website.

The rate increases and new hourly rates are outlined in the table below. The rates will take effect in eMedNY in cycle 2492 with a check release date of June 11, 2025.
