RE: 2024 Medicaid Fee-For Service (FFS) Cost Based Certified Home Health Agency (CHHA) Pediatric Rates

Dear Medicaid Administrator:

This letter provides information on the 2024 Medicaid FFS CHHA Pediatric rates that were attested or appealed during the 90-day review period. The all-inclusive rates were developed based on the data submitted in the 2022 cost reports and include changes related to:

Cost-based growth: subject to applicable ceiling. The 2024 pediatric rate Regional Group Ceilings and the Statewide Average Admin Cap were calculated using all CY 2022 Cost Report submissions.

Minimum Wage Adjustment for 2024 increases: as established by the Minimum Wage Act (Article 19 of the New York State Labor Law). The minimum wage increases detailed on the CHHA rate sheet are within the rates as an add-on. More information on NYS Minimum Wage is available on the Department of Labor website.

The rate sheets for these rates are available on the Health Commerce System (HCS) Gateway (Attachment A provides guidance for accessing). A facility-specific list by effective date and pediatric service category and dollar amount is available on the Department's website.

In accordance with Part 86-4 of Title 10 of the Commissioner's Administrative Rules and Regulations, providers have 120 days to appeal, and appeals must address an issue as set forth in Section 86-4.16, and follow the process as set forth in Section 86-4.17.

These rates will take effect in cycle 2530, with a check release date of March 4, 2026.

Login to HCS: https://commerce.health.state.ny.us/public/hcs_login.html

Under "My Applications" tab heading in the upper left corner, select Healthcare Finance Data Gateway (or go to "My Content" from the top line menu, then All Applications to search for the application under "C" for CHHA).

Click on the Publications section of this new application.

Under Organization Type, select "Home Health Agencies" from the drop-down menu.

Under Collection, select the following "2024 CHHA Pediatric Post Appeals" from the dropdown menu:

Under Package, select "2024 CHHA Pediatric Post Appeal Rate Sheet" from the drop-down menu:

Under Organization, select your agency, then click the Search button.

Next select Download.
