Update CANS-NY Training and Certification Requirements for the Health Home Serving Children and Children's Waiver Programs

TO: Health Homes Serving Children (HHSC), Care Management Agencies (CMAs), and Children and Youth Evaluation Services (C-YES)
The New York State (NYS) Department of Health (DOH), in collaboration with stakeholders, is providing the following changes to CANS-NY training requirements for the Health Home Serving Children's (HHSC) and Children's Waiver Programs for Health Home Care Managers (HHCM), Supervisors, and C-YES. Please note that these changes provide some updates to former CANS-NY training requirements.
CANS-NY Certification:
- New Staff/First Time Certification:
To reduce duplication for new Health Home/C-YES Care Managers and ensure comprehensive training prior to CANS-NY certification:
Effective and Required starting December 1, 2024, CANS-NY Introductory Training attendance is mandatory for all new Health Home/C-YES Care Managers and Supervisors PRIORto accessing the web-based CANS-NY certification courses.- All new Health Home/C-YES care managers must participate in the Introductory Training, prior to pursuing certification and conducting a CANS-NY within the Uniform Assessment System (UAS-NY).
- After completing the CANS-NY Introductory Training, the Health Home/C-YES Care Managers will have 30 days to get certified on the training website.
- Additionally, the 3-4-hour self-progression training that was previously utilized for certification will continue to be available for Health Home Care Managers/C-YES if needed on the training website but will not be required to be completed.
- All Health Home/C-YES supervisors must participate in the Supervisory Training within eight (8) months of becoming a supervisor for the program.
- The CANS-NY Introductory Training is a pre-requisite for the Supervisory Training.
This update differs from previous training requirements, which allowed Health Home/C-YES Care Managers to complete certification before attending a live CANS-NY Introductory Training. Previous requirements also gave Health Home/C-YES Care Managers up to six (6) months to complete a live CANS-NY Introductory training.
- Annual Recertification Training
A CANS-NY Annual Recertification Training has been created, to provide additional necessary support for Health Home/C-YES Care Managers. This training will go live in November 2024, as Recommended, and will be Required beginning February 1, 2025.- Prior to annual CANS-NY recertification, Health Home/C-YES Care Managers and Supervisors must take CANS-NY Recertification Training, which is 1/2 day live virtual training.
- If Health Home/C-YES Care Managers and Supervisors take the CANS-NY Recertification Training before February 1, 2025, their credit from the course will transfer once the course becomes required.
- Certification will consist of passing both vignettes 0-5 and 6-21 (approx. 20 minutes each); this will be combined into one certification.

Children's Waiver Home and Community Based Services (HCBS) Certification:
- An HCBS Certification Training is being developed which includes on-line modules outlining the requirements to completing an HCBS Eligibility Determination by Target Population. When this training is releases (December 2024/January 2025) it will be Recommended and will be Required with UAS-NY release in mid-2025 and then Required annually.
- The Annual requirement for HCBS certification has not yet been determined. This will be dependent upon the results of the new HCBS training and certification.
Coaching:
CANS-NY Coaching is available for Health Home/C-YES Care Managers and Supervisors and has had positive feedback regarding its support to assessors. CANS-NY coaches can meet with individuals, teams, and organizations to help with rating, reliability, and understanding the CANS-NY. The NYS Department of Health continues to advocate for the utilization of coaching to assist and support assessors with the CANS-NY. This can be an excellent support to newer assessors as well as to supervisors who provide the day-to-day support and oversight of the CANS-NY.
CANS-NY Coaches will continue to reach out to those Health Home Care Managers that fail certification and make connections with supervisors to provide support to them and their teams.
