In accordance with the MRT waiver amendment Special Terms & Conditions (STCs), the state will identify independent entities with expertise in delivery system improvement, including an independent evaluator to be selected through a competitive Request for Proposal (RFP) to conduct the evaluation.
On December 29, 2015, the following RFP for the procurement of an Independent Evaluator of the DSRIP program was issued.
DSRIP Independent Evaluator´s (IE) Report
The DSRIP Program´s Independent Evaluator, SUNY Research Foundation, has concluded their 2018 Statewide Annual evaluation report to NYS Dept of Health (DOH). The 2018 report found below includes the DSRIP Independent Evaluator´s methods used to conduct statewide research activities for DY0 into early DY3, findings, recommendations and next steps. The 2018 report provides the findings from the DSRIP Independent Evaluator (IE) specific–PPS qualitative activities. These include interviews with key PPS executive leadership, web–based PPS–partner surveys, Consumer Assessment of Healthcare Providers & Systems (CAHPS) patient–survey analysis and the first regionally–based focus groups of PPS categorized partners to capture more in–depth feedback.

In addition, the IE researchers gained direct access early in 2018 to the NYS DOH Medicaid DSRIP data that supports their additional quantitative and time series study requirements. The IE reports for 2019 will be more robust reflecting findings from all three methodologies: qualitative, quantitative and time series analysis.
