When should EVV Data be submitted to the API? For example, should data be submitted before the claim is submitted? A: The Department recommends that EVV Data be submitted after the service has been rendered and before the claim is billed.
Should EVV Submitters send one batch that contains data for all providers they submit on behalf of, or should they send one batch per provider based on tax ID? A: It is the Department's preference that EVV Submitters send one batch for all providers, though it is possible to send one batch per provider.
For EVV data submission, is the patients billing address and location of care address required? A: For EVV data submission NYSDOH only requires the Service Address, which is defined as the address where the service is rendered. Please refer to the Interface Control Document (ICD) which has been posted to the NYSDOH EVV Website for review.
Can a Verification Organization Submit EVV Data for a provider, or does the Provider have to submit directly to eMedNY? A: At this time, NYSDOH is allowing Providers to determine the most convenient submission method. They may either submit directly or arrange another entity, such as an MCO or VO to submit on their behalf.
How do we know if our current EVV provider/component is compliant with the requirements? A: Please refer to the Interface Control Document (ICD) which has been posted to the NYSDOH EVV Website for review. The ICD lays out the relationship between the Electronic Medicaid of New York (eMedNY) information system and EVV Submitters and specifies the requirements of both participating systems. In addition, please refer to the Federal 21st Century Cures Act requirements. Providers are responsible for reviewing the Cures Act and making sure that they select systems that comply.
Which data elements are required to be submitted for EVV? A: New York State has a required list of elements that must be submitted to the aggregator. The required elements can be found in the Interface Control Document (ICD) which has been posted to the NYDOH EVV Website. Selected systems must comply with the Federal 21st Century Cures Act requirements. Providers are responsible for reviewing the Cures Act and making sure that they select systems that comply.
How does EVV impact billing or capturing of services when a single aid is providing services to two clients at one time? A: When submitting EVV data to New York State a separate transaction for each consumer is required.
When an EVV Vendor sends EVV data, will eMedNY create a claim for the submitter? A: eMedNY will not be creating claims based on an EVV submission. Claims will still need to be submitted in accordance with NYSDOH policy.
Can EVV data be submitted on a day to day basis or does it need to be done weekly? A: NYSDOH prefers that EVV Data is submitted after the service is rendered but before the claim is billed. EVV data can be submitted as frequently as needed.
Do you expect that in the future EVV data will be submitted on the 837? A: For the initial implementation, NYSDOH is not requiring EVV data to be submitted on the 837. In the future, NYSDOH may require EVV to be submitted on the 837.
