The Health Planning Committee of the Public Health and Health Planning Council invites the public to participate in a public session to submit comments on whether Ambulatory Surgery Centers (ASCs) should be permitted to provide Diagnostic Catheterization and Percutaneous Cardiac Intervention services. Comments may be submitted in both verbal and written format.

In addition to general feedback, the Committee is seeking input on the following questions:

• Should the Ambulatory Surgical Center program be hospital affiliated, a freestanding center or both?
• Given that these services are currently provided in hospitals, the Committee also welcomes the discussion regarding the impact of moving from hospital-based to freestanding service centers from a financial and community service perspective. If this program was initially hospital-affiliated, what criteria would guide expansion to a larger statewide non-hospital affiliated program? If freestanding, the Committee would welcome a discussion regarding overall cost savings compared to the program currently existing in hospital centers, as well as the impact on community services in all communities.

• Should the Ambulatory Surgical Center Program be single-specialty or multi-specialty?
• Should the Ambulatory Surgical Center Program be for-profit or non-for-profit?
• Should the Ambulatory Surgical Center Program initially be a demonstration project? If a demonstration, discuss the criteria for the demonstration project, including quality and other performance indicators.
• Regarding community benefit, what should be the benchmark regarding Medicaid and self-pay policies for these centers.
