Announcements

5/9/2025: An updated Guidance on Home and Community Based Services Compliance Review Questions webpage is now live. The webpage has been updated with comprehensive guidance for all HCBS compliance review questions and questions with multiple parts have been divided to provide guidance on individual components.


5/5/2025: An announcement was sent to MLTC plans on 5/2/2025 requesting all completed SADC site evaluation tools for currently contracted SADC sites from August 2024 and thereafter to be uploaded to plan spaces in the Secure Collaboration application within the Health Commerce System (HCS) by Friday May 16, 2025.

Note: SADC site evaluation tools for dates after May 16, 2025 should be submitted via Secure Collaboration on an ongoing basis by the end of the month in which they occurred.

Important Reminders for Submission of Site Evaluation Tools:

  • Plan spaces can only be accessed by staff who were previously identified by the MLTC plan.
  • Site evaluation tools must be in Microsoft Excel format using the naming convention: Plan Name_Site ID.
  • Please review the instructions provided in the 5/2/2025 announcement for details on:
    • Accessing your plan's space in the Secure Collaboration platform.
    • Uploading completed site evaluation tools.
    • Adding dates/times for upcoming site evaluations to the calendar.

4/25/2025: The following announcement regarding Member Rights while attending SADC programs was sent to MLTC plans on 4/25/2025:

To ensure compliance to the Home and Community Based Services (HCBS) Final Rule, the New York State Department of Health (the Department) is reaffirming the following guidance regarding member rights of Managed Long Term Care (MLTC) plan members SADCs.

To make certain all contracted SADCs are in compliance, your plan must review and confirm that member rights, as stated in regulation 9 CRR-NY 6654.20 and the HCBS Final Rule, is implemented in all programs, documented, and made available to all members.

MLTC Plans must verify that SADCs do the following:

  • Inform members of the above rights.
  • Post in a conspicuous area:
    • Member rights; and
    • Addresses and telephone numbers for the local area agency on aging and the New York State Office for the Aging (NYSOFA).
