SADC Compliance Team The SADC Compliance team is part of the Department’s Division of Health Plan Contracting and Oversight (DHPCO) Bureau of Managed Long Term Care (BMLTC) Surveillance.

The team is focused on ensuring and validating SADC program compliance with the HCBS Settings Final Rule state and federal regulations, and communicating those determinations to their contracted MLTC plans.

New York State Office of the Aging (NYSOFA) NYSOFA provides general oversight of aging adult programs in NYS. NYSOFA has an overall goal to improve access to and availability of appropriate and cost-effective non- medical support services for older individuals.

All SADCs are required to conduct an annual self-evaluation, according to Title 9 NYCRR 6654.20, which is available on NYSOFA's website.

New York State Office of Medicaid Inspector General (OMIG) OMIG, in conjunction with the Department, per MLTC Policy 15.01a have established a certification requirement for SADC entities that wish to contract with Managed Long Term Care (MLTC) plans to ensure those entities involved in the delivery of SADC services are in compliance with relevant rules and regulations.

Per MLTC Policy 15.01a all SADCs contracted with a MLTC plan must annually complete a certification with OMIG and attest to the SADC's compliance with Title 9 NYCRR 6654.20, which establishes minimum requirements for the administration and operation of SADC programs across NY.

BMLTC Surveillance Team The Bureau of Managed Long Term Care (BMLTC) Surveillance Team oversees all MLTC plans and is responsible for ensuring MLTC plans provide appropriate oversight of their contracted SADC programs. DOH MLTC Homepage mltcsurvey@health.ny.gov
