Children's Waiver Home and Community Based Services (HCBS) and Children and Family Treatment and Support Services (CFTSS) Targeted Inflationary Increase
Correction and Clarification to the notice sent on June 25, 2026.
To: Children's Waiver Home and Community Based Service (HCBS) Providers, Children and Family Treatment and Support Service (CFTSS) Providers, and Medicaid Managed Care Plans (MMCPs) including Mainstream Managed Care and HIV Special Needs Plans (HIV-SNPs)

This is a correction and clarification to the notice issued on June 25, 2026, informing Children's Waiver HCBS providers, CFTSS providers, and MMCPs that the State Fiscal Year 2026-27 Enacted Budget includes a 2.7% Targeted Inflationary Increase (TII) for Children's Waiver HCBS and CFTSS rates retroactive to April 1, 2026.
Pending Division of Budget (DOB) approval, Children's Waiver HCBS and CFTSS providers will automatically receive retroactive adjustments on Fee-for-Service (FFS) Medicaid claims already submitted/paid with dates of service on or after April 1, 2026.
Retroactive payment adjustments will be processed automatically when rate adjustments are loaded in eMedNY.
This letter is being sent to alert MMCPs, and HIV SNPs of the adjustments to ensure compliance with the statutorily required payment of government rates. NYS will issue an additional notification to MMCPs and HIV SNPs upon DOB approval. MMCPs must configure their systems with the updated rates and issue retroactive payment adjustments to providers for dates of service on or after April 1, 2026, no later than 90 days from receipt of the DOB approval notification.
